It wouldn’t be making compliments illegal, because it’s never a compliment. I do have an alternative solution though; don’t criminalise wolf whistling, de-criminalise assault as a reaction to wolf-whistling.

I have long thought we could stop street hatrassment in a couple of weeks if the result was a kick to the testicles in steel toe-capped boots.
