'Hotel staff had dark skin'. I mean....so? I doubt that affected your experience, but it's a very dangerous (and racist) path to suggest someone can't be truly Irish (or English, or USian, or whatever) if they're black. While I can't speak to the history of Ireland, there's been black immigration to the UK since time immemorial, so yes, you can be born here and still have 'dark skin'.
