I'd say so. I write for a living so I say I'm a "professional" writer, but I don't know if that accidentally diminishes the quality of work produced by those for whom it isn't a career.

Either way, if you devote any part of your time to writing, I'd say you are a writer. That doesn't have to mean it's what you spend all your time doing.
